2016 Bond Measure Facts
In November, voters approved St. Vrain Valley’s $260.3 million bond issue by a wide margin, signifying wide community investment in public education. The 2016 bond will enable St. Vrain to continue its focus on rigorous academics while allowing for anticipated enrollment growth and the further construction of safe and innovative classroom environments that foster learning and student development.

To learn more about the improvements proposed in each community, visit a link below. In addition to the projects listed in the community links below, the bond plans include provisions for one new elementary school that will be placed in one of these communities, based on the highest need.
Planned improvements at current St. Vrain schools

In addition to facility, instructional and safety improvements at every school in the district, the bond will also include larger additions to Blue Mountain Elementary School, Eagle Crest Elementary School, Erie High School, Frederick High School, Silver Creek High School and Mead High School; construction of a new PK-8 school in Erie, an elementary school in Frederick and a third elementary school that will be placed in the community with the highest need; and a new Innovation Center in Longmont to serve the entire St. Vrain student population.
Maximizing Community Dollars and Resources
“We intend to break ground on several of our major construction projects over the next couple of months,” said Brian Lamer, Assistant Superintendent of Operations. “Strategic and comprehensive pre-planning has allowed St. Vrain Valley Schools to begin construction a year ahead of most other bond projects that were approved in 2016. This will save community dollars by giving the district a head start on inflation and rising construction costs.”
The 2016 election saw approximately $2 billion dollars in bond projects approved across Colorado with a projected $500 million in construction bids hitting the market in January 2018.
Elementary 28 – Erie Highlands Subdivision | 2021-2022 School Year
The 2016 Bond includes funds to build an additional elementary school (Elementary 28), which was originally referred to as the floater elementary due to its location determined by future growth. On September 11, 2019, the Board of Education identified a site for the construction of Elementary 28. In determining the site, a wide variety of factors were analyzed. Based on the data analysis of current and future housing development, the need for capacity by area, and the availability of land with minimal constraints, a 10-acre parcel in the Erie Highlands Subdivision (Erie Highlands Filing #11, Block 5, Lot 1) was selected as the site for Elementary 28.
Future Location Expected in the Weld County Area
It has long been anticipated that the proposed Elementary 28 school would be located in Weld County based on enrollment growth in this area over the past five years. There has been an increase of approximately 1,400 students in Weld County compared with 400 in Boulder County. A number of sites were evaluated in the Erie area, the Mead/Weld MUD area, and the Tri-town area. Sites owned by the District in these areas included: Liberty Ranch (Mead), Meadow Vale (Weld County), Idaho Creek (Weld County), Colliers Hill (Erie), and Erie Highlands (Erie). St. Vrain Valley Schools is currently in the negotiation stages for sites in the Tri-Towns, but nothing has been dedicated at this time. Based on overall growth and future growth potential, the Erie area was selected as the area of greatest need at this time.
Optimal Location within the Erie Feeder
An analysis of the student numbers and locations based on 2018 data showed a population of 402 elementary students south of Erie Parkway and 281 north of Erie Parkway. With the close proximity of the Colliers Hill area to the Soaring Heights PK-8, it was determined that Elementary 28 would ideally be located south of Erie Parkway within the Erie Highlands subdivision.
